This cross is known as the ST. OLGA Cross and it's typically used as a Baptismal or Chrismation gift.
The top has an 8 point star representing the eternal virginity of Theotokos, IC XC on each arm are the first Greek letters for Jesus Christ. Insert in blue enamel is a three barred Russian Cross.
